Programme Synopsis

Since the launch of the tax governance framework (TGF) and tax risk management and control framework for corporate income tax (CTRM) by the Inland Revenue Authority of Singapore (IRAS) two years ago, the business and tax landscapes have changed significantly. Businesses face an increased complexity of compliance demands and reporting obligations, raising numerous challenges and questions about tax governance today. 

What implications do these changes mean for tax governance? What observations have the IRAS made about businesses who have embarked on these frameworks since their launch? 

Join the IRAS team as they not only explain the frameworks to enhance everyone’s understanding on the procedures and processes, but also offer some practical insights and clarify misconceptions. Come, learn and exchange perspectives as businesses gear up to manage their tax risks in this evolving landscape. 

Programme Outline

  • Gain an overview of what the TGF entails
    - Understand the 3 building blocks and key practices that are essential to tax governance framework for better oversight of a company’s tax risks
    - Be aware of the benefits companies gain and practical tips to note in the implementation
  • Grasp what the CTRM is
    - Learn about the different levels of controls within the framework
    - Know the structure and features of the self-review control checklist
    - Know the benefits of adopting the CTRM

Chivy is a Senior Manager from ACAP team under GST – Large Businesses Branch in IRAS and she has more than ten years of experience in GST compliance. She has also accumulated extensive experience during her time with the Big Four in assisting clients with GST Assisted Compliance Assurance Program review, GST compliance and advisory work. 

Chivy is also an Accredited Tax Practitioner with the Singapore Chartered Tax Professionals (SCTP).

Mr Ong Zhong Teck

Zhong Teck is a Tax Specialist with the Corporate Tax Division. He is involved in tax administration work which includes developing corporate income tax policy and tax governance framework.

Zhong Teck is also an Accredited Tax Advisor (Income Tax) with SCTP.

Mrs Jeana Oon-Chua Chor Hong

Jeana has more than twenty years of experience in GST compliance and is leading a team in reviewing the participants of Assisted Compliance Assurance Programme (ACAP) in the GST Division. A veteran in conducting large businesses’ audit across different industries, she plays a vital role in designing and implementing the Assisted Compliance Assurance Programme (ACAP) as well as crafting audit programmes for large businesses. She also trains and guides many auditors in conducting GST compliance audits. She is an experienced trainer on GST, having conducted various courses for the Tax Academy of Singapore.

Jeana is also an Accredited Tax Advisor (GST) with the Singapore Chartered Tax Professionals (SCTP).

Mr New Aik Meng

Aik Meng is currently a Group Tax Specialist with the Corporate Tax Division. He leads a team of officers responsible for reviewing tax return filed by large companies. He joined IRAS in 2010 as a Senior Tax Specialist and his past portfolios include incentive and manufacturing companies. He has more than 15 years of experiences in the private sector dealing with corporate tax issues including those arising from corporate restructuring. 

He is also an Accredited Tax Advisor (Income Tax) with SCTP.

Ms Chin Hin Hin

Hin Hin is currently a Deputy Director with the IRAS Goods and Services Tax (GST) Division and leads a team that oversees the Assisted Compliance Assurance Programme (ACAP), Tax Governance Framework (TGF) and audits of large businesses. 

Hin Hin has more than 10 years of experience in GST work and has undertaken various functions in the IRAS GST Division ranging from GST registration of businesses to compliance, as well as policy and technical review. She was also seconded to the Ministry of Finance from 2014 – 2016 where she handled GST policies and legislative amendments. 

Hin Hin is also an Accredited Tax Advisor (GST)  with the Singapore Chartered Tax Professionals (SCTP) and a trainer for Tax Academy’s GST programme.
