Programme Synopsis

*Inaugural Session*

Go beyond the text. Get into the crux of the matter. Dig in on the implications of what was said. 

For the first time, the Singapore Chartered Tax Professionals’ GST Committee, under its new Chair, Accredited Tax Advisor (GST) Richard Mackender, Indirect Tax Leader at Deloitte Southeast Asia, is bringing all members into the crux of what was discussed at the IRAS-SCTP GST Dialogue. 

Understand with greater clarity what is written in the dialogue summary. Engage in a discussion and broaden your perspectives on various GST matters. 

Join in with fellow accredited tax professionals in dissecting the various GST topics such as the input tax claim on GST refund by overseas education institutes under the Overseas Vendor Registration (OVR) regime and calibrating controls covering appointment of declaring agents under the Major Exporter Scheme.

The session will end with a segment for members to feedback and highlight practical GST matters that may possibly be escalated for further in-depth discussion. Get engaged on GST matters, suggest enhancements and together, achieve greater clarity and better GST administration.

As Chair of SCTP’s GST Technical Committee, Richard has more than 25 years of Indirect Tax experience serving both local and multinational companies in Asia Pacific and the UK. He also leads Deloitte’s Southeast Asia Indirect Tax practice. Starting from being part of Deloitte UK’s London VAT team in 1997 and subsequently moving to Singapore in 2003, Richard’s forte is in advising large corporates on the indirect tax aspects of their activities, not only from a Singapore GST perspective, but also with regard to the wider Asia Pacific VAT/GST issues that arise. He covers a range of sectors in Singapore, with a particular focus on Financial Services.

Besides being responsible for indirect tax within Deloitte’s Asia Pacific Compliance Centre, Richard is also a regular speaker and has co-authored a number of GST books published by Wolter Kluwer. Richard is a law graduate from the University of Wales (UK) and trained as a barrister.
